Political culture plays an important role in shaping
the political behaviour, attitudes and values of any society. Political culture
among the Santals has traditionally been rooted in Community based governance,
collective decision making and adherence to customary laws. What this paper
intends to explore the dynamic nature of political culture in santal society
with special reference to Purulia district of West Bengal by analysing the
interaction between traditional governance structures and modern democratic
institution. The study highlights the role of customary institutions such as
the Majhi-Pargana system, which historically governed social order, conflict
resolution and collective participation and analyse their interaction with
formal democratic structures like Panchayet Raj Institution. In this particular
system different administrative, social and religious responsibility are taken
and this role are played by Majhi, Jogmajhi, Naike, Godet and Bhadda. It argues
that particular culture in santal society is neither static nor wholly
assimilated into main stream political frameworks; rather, it reflects a hybrid
form where tradition and modernity coexist and negotiate with each other.
Factor such as education, state policies, political mobilisation and socio-economic
changes have significantly influenced this transformation. Special attention is
given to the changing role of marginalized groups, particularly women and youth
whose participation in political process is gradually increasing. This paper explores
traditional governance institutions and modern political institutions coexist
in santal society. By focusing on the Purulia district, the study highlights
the dynamic relationship between tradition and transformation in the political
culture of indigenous communities. | ||
