ABSTRACT | ||
Ensuring citizen-centric services and inclusive development for marginalised communities remains a major challenge in modern governance. In this context, the ‘Duare Sarkar’ programme of the government of West Bengal is an important administrative innovation. The main objectives of the ‘Duare Sarkar’ programme are to provide government services at the doorstep of the citizen and to build an institutional framework for welfare governance. The study analysed the effectiveness of the ‘Duare Sarkar’ programme, administrative impact and increased access to welfare services to marginalised community based on a field survey conducted in Bardhaman-I block of Purba Bardhaman district in West Bengal. The main objectives of the study are to assess the administrative structure and implementation process of the programme, to assess the change in access to social security scheme among marginalised sections, and to analyze the effectiveness of the fundamental principles of ‘good governance’, such as transparency, accountability and inclusive governance. The data was collected through interviews with beneficiaries, local administration officials and programme implementation stakeholders, observations and analysis of government documents. The result of the research indicates that the ‘Duare Sarkar’ programme has significantly accelerated the decentralisation of administrative services at the municipalities, block and gram panchayat levels and has relatively simplified the application and approval process for social security scheme. Access to government services has increased, especially among women, scheduled castes, scheduled tribes and economically weaker sections. At the same time, there are signs of reductions in travel and administrative costs, as well as greater transparency in the application process. The research indicates that the ‘Duare Darkar’ program holds an innovative governance model of welfare good governance at the grassroots level. And it can be considered as an effective policy example of decentralisation of administration and delivery of citizen-centric services. | ||
